A follow-up to the EAHRNK policy paper, A Proposal for a Human Rights Contact Group on North Korea, this policy brief considers the role of Europe in the formation of a contact group. The purpose of this paper is to look forward to the next probable implementation of a recommendation from the United Nations Commission of Inquiry into human rights in the Democratic People’s Republic of Korea (COI) and to envisage a role for a European actor. The paper considers the various policy options open to European actors and makes a case that Europe has sufficient experience and expertise in mediation and peacebuilding to help lay the groundwork for a human rights contact group. The paper concludes by offering a set of policy recommendations.
